| Council Support Fiscal Guidance |
|
Successful councils develop and adopt strong fiscal policies and fiscal management strategies. If the council is its own fiscal agent, a system of internal controls is essential. If an outside party serves as the fiscal agent, the council still needs a system of internal and external controls to ensure the fiscal agent’s proper fiscal management of the council’s affairs. Below is information on the types of features that make for sound fiscal management.

OWEB is in the beginning phases of moving from an application based council support review, award, and reporting process to a work plan based process. The first step in this process was to hold trainings around the state on the importance and uses of work plans and introduce councils to the new OWEB council support work plan document. General Information
Completion of a self-evaluation, once a biennium for each watershed council receiving support, is a condition of the OWEB watershed council support grant contract. In the grant Project Completion Report (described in Exhibit B of the grant agreement) submitted at the completion of the grant, each council must submit the results and a work plan developed from the self-evaluation process.
OWEB has developed a facilitated self-evaluation method for you to use that includes council and facilitator instruction sheets, evaluation checklists, and action planning worksheets. Other evaluation methods may be used, but must be approved by your OWEB regional program representative.
